Brenda brings a wealth of experience in legislative affairs and industry leadership, beginning with twelve years of service in the Pennsylvania Senate and House of Representatives. In 1996, she transitioned to the role of Executive Director at the Pennsylvania Utility Contractors Association, where she served until October 2022. During her tenure, Brenda accumulated over 26 years of expertise in the underground utility sector and holds certification as a Public Utility Damage Prevention Trainer. Her career has been dedicated to advancing damage prevention initiatives and enhancing industry safety standards.
Since 1996, Brenda has actively participated in shaping the PA One Call law, contributing significantly to its evolution. She regularly attends PA One Call Board meetings and has served on various committees, including Construction, Legislative, Users Guide, and Compliance Committees. Brenda has authored multiple amendments focused on downtime, delay claims, and Subsurface Utility Engineering, demonstrating her commitment to regulatory improvement.
Recognized for her outstanding legislative contributions, Brenda has received several prestigious awards from the National Utility Contractors Association (NUCA), including the “We Dig America” Award, numerous Legislative Recognition Awards, Executive Director of the Year, and various Chapter Achievement Awards. Her unwavering dedication to supporting contractors underscores her profound passion for the industry.
Today, Brenda is the owner of DIG Prevention Consulting (DPC), a service-oriented firm dedicated to assisting excavation contractors with Pennsylvania 811 One Call damage prevention, PUC AVR violations, damage claims, and other related One Call issues. DPC also offers expert legislative, Subsurface Utility Engineering (SUE), and geospatial advice pertaining to 811 One Call laws across any U.S. state. Believing in the value of trade associations, she is an active member of numerous contractor associations, serving as a valuable resource for contractors addressing damage prevention issues and serving as a member of the National SUMDEx and Pennsylvania UHLC Committees.
